Hillary Rodham Clinton has decided to give up her Senate seat and accept the position of secretary of state, making her the public face around the world for the administration of the man who beat her for the Democratic presidential nomination, two confidants said Friday.

Mrs. Clinton came to her decision after additional discussion with President-elect Barack Obama about the nature of her role and his plans for foreign policy, said one of the confidants, who insisted on anonymity to discuss the situation. Mr. Obama’s office told reporters Thursday that the nomination is “on track” but Clinton associates only confirmed Friday afternoon that she has decided.

“She’s ready,” said the confidant. Mrs. Clinton was reassured after talking again with Mr. Obama because their first meeting in Chicago last week “was so general,” the confidant said. The purpose of the follow-up talk, he added, was not to extract particular concessions but “just getting comfortable” with the idea of working together.

A second Clinton associate confirmed that her camp believes they have a done deal. Senior Obama advisers said Friday morning that the offer had not been formally accepted and no announcement will be made until after Thanksgiving. But they said they were convinced that the nascent alliance was now ready to be sealed.

Mrs. Clinton’s spokesman, Philippe Reines, issued a statement Friday afternoon cautioning that the nomination is not final. “We’re still in discussions, which are very much on track,” he said. “Any reports beyond that are premature.”

The apparent accord between perhaps the two leading figures in the Democratic Party climaxed a week-long drama that riveted the nation’s capital. Mr. Obama and Mrs. Clinton fought the most competitive Democratic nomination battle in modern times, one that polarized their party for months and left bitterness in both camps. But in asking Mrs. Clinton to join his Cabinet, Mr. Obama signaled that he wants to turn a rival into a partner and she concluded that she could have the most influence by saying yes.

The decision followed days of intense vetting and negotiations intended to clear any potential obstacles to her taking the job due to her husband’s global business and philanthropic activities. Lawyers for Mr. Obama and former President Bill Clinton combed through his finances and crafted a set of guidelines for his future activities intended to avoid any appearances of conflict of interest should she take the job.

People close to the vetting said Mr. Clinton turned over the names of 208,000 donors to his foundation and library and agreed to all of the conditions requested by Mr. Obama’s transition team, including restrictions on his future paid speeches and role at his international foundation.

As secretary of state, Mrs. Clinton will have had a powerful platform to travel the world and help repair relations with other countries strained after eight years of President Bush’s policies. But at the same time, she will now have to subordinate her own agenda and ambitions to Mr. Obama’s and sacrifice the independence that comes with a Senate seat and the 18 million votes she collected during their arduous primary battle.

Driving Mrs. Clinton’s deliberations in part, friends said, was a sense of disenchantment with the Senate, where despite her stature she remained low in the ranks of seniority that governs the body. She was particularly upset, they said, at the reception she felt she received when she returned from the campaign trail and sought a more significant leadership role in the expanding Democratic majority.

“Her experience in the Senate with some of her colleagues has not been the easiest time for her,” said one longtime friend. “She’s still a very junior senator. She doesn’t have a committee. And she’s had some disappointing times with her colleagues.”

In particular, the friend said, Mrs. Clinton was upset when the Senate Democratic leadership rejected the possibility of her heading a special task force with a staff and a mandate to develop legislation expanding health care coverage. The idea of giving her an existing leadership post was also dismissed because the Senate majority leader, Harry Reid of Nevada, did not want to force out any senators currently holding those jobs.

But Mr. Reid wants to come up with some sort of leadership position to recognize Mrs. Clinton’s standing and aides said he was confident he could arrive at something with sufficient muscle to appeal to her. He told a closed-door meeting of the Senate Democratic caucus on Tuesday that he was looking for a way to create a new leadership role for her, two people in the room said.

Mrs. Clinton would bring a distinctive background to the State Department. As first lady, she traveled the world for eight years, visiting more than 80 countries, not only meeting with foreign leaders but also villages, clinics and other remote areas that rarely get on a president’s itinerary. Mr. Obama during the primaries belittled that experience as little more than having tea and pointed to schedules showing many ceremonial events on those trips.

But more than any first lady before her, Mrs. Clinton dived deep into particular policy issues in the international arena, from women’s rights to microlending to alleviate poverty. As a senator for the last eight years, she served on the Armed Services Committee and continued her interest in foreign affairs.

She and Mr. Obama agree on the broad outlines of a new foreign policy for the post-Bush era, but they disagreed sharply in several key areas, particularly over how to deal with Iran and Pakistan. She characterized Mr. Obama as naïve in his view of those two countries, while he criticized her judgment for going along with Mr. Bush on the war in Iraq at first.

WASHINGTON — Sorry, Mr. President. Please surrender your BlackBerry.

Those are seven words President-elect Barack Obama is dreading but expecting to hear, friends and advisers say, when he takes office in 65 days.

For years, like legions of other professionals, Mr. Obama has been all but addicted to his BlackBerry. The device has rarely been far from his side — on most days, it was fastened to his belt — to provide a singular conduit to the outside world as the bubble around him grew tighter and tighter throughout his campaign.

“How about that?” Mr. Obama replied to a friend’s congratulatory e-mail message on the night of his victory.

But before he arrives at the White House, he will probably be forced to sign off. In addition to concerns about e-mail security, he faces the Presidential Records Act, which puts his correspondence in the official record and ultimately up for public review, and the threat of subpoenas. A decision has not been made on whether he could become the first e-mailing president, but aides said that seemed doubtful.

For all the perquisites and power afforded the president, the chief executive of the United States is essentially deprived by law and by culture of some of the very tools that other chief executives depend on to survive and to thrive. Mr. Obama, however, seems intent on pulling the office at least partly into the 21st century on that score; aides said he hopes to have a laptop computer on his desk in the Oval Office, making him the first American president to do so.

Mr. Obama has not sent a farewell dispatch from the personal e-mail account he uses — he has not changed his address in years — but friends say the frequency of correspondence has diminished. In recent days, though, he has been seen typing his thoughts on transition matters and other items on his BlackBerry, bypassing, at least temporarily, the bureaucracy that is quickly encircling him.

A year ago, when many Democratic contributors and other observers were worried about his prospects against Senator Hillary Rodham Clinton, they reached out to him directly. Mr. Obama had changed his cellphone number, so e-mail remained the most reliable way of communicating directly with him.

“His BlackBerry was constantly crackling with e-mails,” said David Axelrod, the campaign’s chief strategist. “People were generous with their advice — much of it conflicting.”

Mr. Obama is the second president to grapple with the idea of this self-imposed isolation. Three days before his first inauguration, George W. Bush sent a message to 42 friends and relatives that explained his predicament.

“Since I do not want my private conversations looked at by those out to embarrass, the only course of action is not to correspond in cyberspace,” Mr. Bush wrote from his old address, G94B@aol.com. “This saddens me. I have enjoyed conversing with each of you.”

But in the interceding eight years, as BlackBerrys have become ubiquitous — and often less intrusive than a telephone, the volume of e-mail has multiplied and the role of technology has matured. Mr. Obama used e-mail to stay in constant touch with friends from the lonely confines of the road, often sending messages like “Sox!” when the Chicago White Sox won a game. He also relied on e-mail to keep abreast of the rapid whirl of events on a given campaign day.

Mr. Obama’s memorandums and briefing books were seldom printed out and delivered to his house or hotel room, aides said. They were simply sent to his BlackBerry for his review. If a document was too long, he would read and respond from his laptop computer, often putting his editing changes in red type.

His messages to advisers and friends, they say, are generally crisp, properly spelled and free of symbols or emoticons. The time stamps provided a window into how much he was sleeping on a given night, with messages often being sent to staff members at 1 a.m. or as late as 3 a.m. if he was working on an important speech.

He received a scaled-down list of news clippings, with his advisers wanting to keep him from reading blogs and news updates all day long, yet aides said he still seemed to hear about nearly everything in real time. A network of friends — some from college, others from Chicago and various chapters in his life — promised to keep him plugged in.

Not having such a ready line to that network, staff members who spent countless hours with him say, is likely to be a challenge.

“Given how important it is for him to get unfiltered information from as many sources as possible, I can imagine he will miss that freedom,” said Linda Douglass, a senior adviser who traveled with the campaign.

Mr. Obama has, for at least brief moments, been forced offline. As he sat down with a small circle of advisers to prepare for debates with Senator John McCain, one rule was quickly established: No BlackBerrys. Mr. Axelrod ordered everyone to put their devices in the center of a table during work sessions. Mr. Obama, who was known to sneak a peek at his, was no exception.

In the closing stages of the campaign, as exhaustion set in and the workload increased, aides said Mr. Obama spent more time reading than responding to messages. As his team prepares a final judgment on whether he can keep using e-mail, perhaps even in a read-only fashion, several authorities in presidential communication said they believed it was highly unlikely that he would be able to do so.

Diana Owen, who leads the American Studies program at Georgetown University, said presidents were not advised to use e-mail because of security risks and fear that messages could be intercepted.

“They could come up with some bulletproof way of protecting his e-mail and digital correspondence, but anything can be hacked,” said Ms. Owen, who has studied how presidents communicate in the Internet era. “The nature of the president’s job is that others can use e-mail for him.”

She added: “It’s a time burner. It might be easier for him to say, ‘I can’t be on e-mail.’ ”

Should Mr. Obama want to break ground and become the first president to fire off e-mail messages from the West Wing and wherever he travels, he could turn to Al Gore as a model. In the later years of his vice presidency, Democrats said, Mr. Gore used a government e-mail address and a campaign address in his race against Mr. Bush.

The president, though, faces far greater public scrutiny. And even if he does not wear a BlackBerry on his belt or carry a cellphone in his pocket, he almost certainly will not lack from a variety of new communication.

On Saturday, as Mr. Obama broadcast the weekly Democratic radio address, it came with a twist. For the first time, it was also videotaped and will be archived on YouTube.

Take a bow. You rewrote history for animals.

Thanks to you, 20 million animals in California will soon be spared the worst abuses of factory farms. And I’m confident that we’ll look back at Prop 2 as a pivotal moment in how our nation treats animals who are raised for food.

Early returns tonight show that more than 60% of Californians voted for Prop 2. This is a tremendous victory for animals, for The Humane Society of the United States…and for you. We were able to reach millions of California voters with our message of compassion only because you stood with us – by taking action, by donating to the campaign, and by telling those you knew in California about Prop 2 and what it would do for animals and for citizens there.

This was a momentous election for the nation. I’m so grateful and honored for everything you did to make Prop 2 a big part of the story. Please read my blog over the coming days for my take on Prop 2 and what it means for animal protection.

On the other side of the country, Question 3 passed, which will ban greyhound racing in the state of Massachusetts by 2010. We have long supported the fabulous team of activists there and thank all of you who have worked so tirelessly to see this victory become a reality. Dogs who are used for racing typically spend 20 hours per day confined to cages measuring only 32 in. by 42 in. by 34 in. Many of the dogs can’t even stand completely upright. The animals are also highly susceptible to injuries, including fractures, dislocations, lacerations, and amputations. And because injured dogs are no longer of use to the industry, they are often simply killed.

Together, we can keep the momentum going!
